Shelby has worked for the City of Westminster since 2012 and joined Economic Development in 2016. Her primary focus is supporting the City’s small businesses. She does this by providing assistance to existing and startup businesses, managing the small business grant and scholarship programs, developing small business appreciation and recognition events, and conducting outreach. Shelby also works collaboratively with regional partners in developing business trainings, ongoing small business tools, and with other partner engagements.
Shelby is a Certified Economic Developer, CEcD, an Entrepreneurship Development Professional (EDP), and she holds a Bachelor’s Degree in Business Administration from the University of Tampa where she graduated cum laude. She previously worked in the private sector as an Operations Manager at various companies in Florida and Colorado.
Michelle joined the City’s Economic Development team in 2025 and has over 30 years of economic development experience working in local governments and not-for-profits. Her primary focus for the city is on the recruitment and retention of primary employers and businesses within targeted industries.
Prior to the City of Westminster, Michelle served as the Acting Economic Development Director for the City of Greeley and Economic Development Director for the City of Commerce City. She also served as Vice President of Jefferson County Economic Development Corporation (Jeffco EDC) and began her economic development career at the Metro Denver Chamber of Commerce. Some of the companies she has worked with on expansions or relocations include UPS, Lockheed Martin Space Systems, Ball Corporation, Terumo BCT, Trimble Navigation, Intsel Steel West, The Coleman Company and CoorsTek.
Michelle founded Colorado’s Basic Economic Development Course (BEDC) in 2008 and received the Economic Developer of the Year award from the Economic Development Council of Colorado in 2010. She is also a member of the International Economic Development Council (IEDC).
Michelle is a Certified Economic Developer (CEcD) and is a graduate of Colorado State University. She was also part of a pilot program and received a Certificate in International Marketing and Management from Front Range Community College.
Vivi recently joined the Economic Development Division in early 2025. Vivi previously worked as the Housing Programs Manager at the City and County of Broomfield.
She is passionate about working with communities and public service. She has been involved in various housing development and stability projects, such as, emergency rental assistance, affordable housing development, down payment assistance programs, and a variety of other initiatives. She has a lot of experience managing local, state and federal funding aimed at housing opportunities. Vivi holds a Masters in Business Administration.
Vivi works in close partnership with Housing Authorities and Community partner to ensures the Housing needs of the city are being met.
Shannon has worked for the City of Westminster since 2022 and joined Economic Development in August of 2023. Shannon previously worked with the Department of Local Affairs and comes to the city with over 30 years of experience in the affordable housing arena. She has provided Asset Management throughout the State of Colorado to affordable housing providers. Currently, she works assisting with the compliance of the Community Development Block Grant (CDBG) programs, such as the Emergency and Essential Home Repair (EEHR) and the Housing LIFT programs. She also works with local housing authorities and non-profit partners to address the growing need in our city for affordable housing. Shannon has also been a licensed Real Estate Broker since 2003 and enjoys working with families in purchasing and selling their homes.
