Our Team

The Economic Development & Real Estate Development and Sustainability Divisions are a group of seasoned and talented individuals who bring a variety of skills to the City of Westminster. While we focus on the core functions of business attraction, expansion and retention, our work begins at the intersection of business, places and people.

We understand that a vibrant and inclusive community can only be created when a holistic approach is taken toward growth and prosperity. Our affordable housing policies and programs are a step toward ensuring that our residents have options for attainable housing. Our development and redevelopment projects, including Downtown Westminster and Westminster Station, will feature modern amenities that our residents want, while keeping an eye on sustainable design, multi-modal transportation options and the City’s commitment to open space. All of these efforts are helping us attract and retain a labor pool that companies are seeking.

Lindsey Kimball, CEcD, EDFP

Kimball brings to the table more than 20 years of experience in a diverse range of economic development activities and organizations, always with a keen perception of market trends, best practices and the best outcome for the community. Kimball’s negotiation and deal making efforts throughout her career have resulted in projects announcing nearly 35,000 jobs and nearly $3 billion in capital investment.

She joined the City of Westminster, in late 2021 where she directs Business Recruitment and Retention, Small Business Development, Affordable Housing, Downtown Development and Redevelopment efforts. For the past nine years, she served as Economic Development Director for Hillsborough County serving a diverse population of more than 1.5 million. There she managed a staff of 28 and more than $113 million in active public investment agreements in a wide array of subjects including Corporate Development, Entrepreneurial Services, Workforce Development, Disadvantaged Minority and Small Business Development, Redevelopment, Competitive Sites, Cultural Assets, Historic Preservation, Agribusiness Development, Innovation District, Business Intelligence and Tourism Development.

Prior to joining the Hillsborough County, she served in leadership roles as Director of Business Recruitment for the Tampa Bay Economic Development Council, Senior Vice President of Economic Development for Infinity Global Solutions (IGS), Business Development Chief for the Jacksonville Economic Development Commission (JEDC), Business Intelligence Officer for the Tampa Bay Partnership. Prior to this, Kimball served with the City of St. Petersburg Economic Development Department and the Downtown Denver Partnership.

Kimball is a Certified Economic Developer (CEcD) by the International Economic Development Council (IEDC) and holds an MBA from the University of South Florida, as well as, a bachelor’s degree in International Studies, both degrees with highest honors.

Alyson Duran

Alyson joined the City of Westminster with six years of customer service and three years of administrative experience. She previously worked in commercial real estate supporting executive-level brokers, working to anticipate their needs and ensure compliance with Colorado real estate guidelines.

In her current role as Executive Assistant, Alyson supports the Economic Development staff through calendar management, meeting facilitation, accounting, and maintenance of office files and supplies. Serving as the main point of contact for the department, Alyson coordinates with the City’s other departments and residents to ensure that the Economic Development team is well-informed and functions seamlessly.

Alyson graduated summa cum laude with two bachelor’s degrees, Business Marketing and Spanish Liberal Arts, from the University of Northern Colorado.

Stephanie Troller, CEcD

Stephanie joined the Economic Development Office in early 2017. Her primary focus will be assisting in the revitalization of south Westminster and business retention. Stephanie brings over 13 years of economic development and project management experience. She has a strong background in helping communities achieve their short-term and long-term goals through facilitated strategic planning processes.

She previously served as the Colorado Main Street Coordinator at the Colorado Department of Local Affairs. Prior to that, she served as a Regional Economic and Community Development Manager in New Mexico. Her professional background includes business retention, downtown revitalization, affordable housing, public facilitation, policy, and practical problem solving.

Stephanie is a Certified Economic Developer, CEcD, with focus on strategic planning and neighborhood revitalization. She holds a bachelor’s degree in International Business from New Mexico State University and a Master of Public Administration from the University of Colorado, Denver.

Shelby Wood, CEcD

Shelby has worked for the City of Westminster since 2012 and joined Economic Development in 2016. Her primary focus is supporting the City’s small businesses. She does this by providing assistance to existing and startup businesses, managing the small business grant and scholarship programs, developing small business appreciation and recognition events, and conducting outreach. Shelby also works collaboratively with regional partners in developing business trainings, ongoing small business tools, and with other partner engagements.

Shelby is a Certified Economic Developer, CEcD and she holds a bachelor’s degree in Business Administration from the University of Tampa where she graduated cum laude. She previously worked in the private sector as an Operations Manager at various companies in Florida and Colorado.

Stephanie Otte

Business Navigator - Economic Development

Stephanie started with the City of Westminster as a Community Assistant at City Hall in 2019. Stephanie recently joined the Economic Development team in 2022 as Business Navigator. In the role of Business Navigator, Stephanie is working with existing and startup businesses in the Westminster community. She is focused on introducing businesses to the multiple opportunities and resources that are available in Westminster. Stephanie provides business outreach specifically for locally owned businesses and restaurants. She engages in retail strategy and recruitment and is a trusted point of contact for the business community.

Stephanie has over twenty years of experience working in commercial real estate with a focus on retail and restaurants. She worked for multiple commercial developers as a property manager and leasing manager for several mixed-use projects in the Denver metro area. Stephanie is passionate about working with locally owned small businesses. She has been a Westminster resident for over ten years and enjoys working in her community. Stephanie has a Bachelor’s of Science in Business Management with an emphasis in Marketing from The University of Northern Colorado.

Matt Brandon

Matt joined the Economic Development Division in 2023 to help ensure a growing, diversified employment base for the City of Westminster. He brings years of retention, expansion, and attraction experience from the State of Arizona and City and County of Broomfield, as well as a strong business development background for various companies.

Matt is quick to learn and support the needs of all kinds of businesses and has supported the growth efforts of companies ranging from solo operators to the Fortune 100.

As an economic developer, Matt always looks for ways to help people and companies build connections with their community. He holds a Bachelor of Science in Business Management from Arizona State University and is currently working to complete his Certified Economic Developer designation.

Shannon has worked for the City of Westminster for two years, recently joining Economic Development in August of 2023. Shannon previously worked with the Department of Local Affairs and comes to the city with over 30 years of experience in the affordable housing arena. She works with the Community Development Block Grant (CDBG) Team assisting with the compliance of all CDBG projects, such as the Emergency and Essential Home Repair (EEHR) and the Housing LIFT programs. She also works with local housing authorities and non-profit partners to address the growing need in our city for affordable housing.

Heather Cronenberg

Heather Cronenberg recently returned to the City of Westminster from the private sector where she managed commercial real estate and development projects. Heather brings more than 20 years of real estate expertise and has a proven track record in negotiating complex real estate and development transactions, navigating the entitlement process, and collaborating on public-private partnerships. She is a skilled project manager with strong experience building relationships and collaborating with the community. She holds a real estate broker’s license with the State of Colorado.

Prior to moving into the private sector, Heather worked for the City of Westminster for 11 years in Community Development, Economic Development, and Parks and Open Space. She managed city owned real estate, reviewed development plans, and managed multi-modal transportation projects. While working for the City, she secured over $14 million in outside funding sources, leveraging city funds to acquire over 500 acres of open space. Prior to her work with the City, Heather managed real estate transactions and partnered to secure funding for The Nature Conservancy.

Heather currently sits on the Steering Committee for the Urban Land Institute’s Women’s Leadership Initiative and is co-chair of the Breaking the Glass Ceiling Program. She is a previous member of the 36 Commuting Solutions Board, RTD’s Citizens Advisory Committee, the Metro Denver Nature Alliance Steering Committee, and the Colorado Open Space Alliance Steering Committee. Heather earned her bachelor’s degree at The University of Georgia and is currently working to complete the Executive Masters of Public Administration program at the University of Colorado Denver.

Mona Choury

Mona joined the City of Westminster in 2004 assisting Economic Development. In 2016 she began supporting the development of Downtown Westminster as a Downtown Management Analyst. Her primary focus is development and real estate transaction support, maintaining project schedules, managing the Downtown-related budgets, as well as performing focused research and special tasks relating to the development of Downtown.

Mona is a Westminster native and previously worked for a local Westminster business as an Operations Manager.

John comes to Economic Development with a rich background and history in creating public parks and spaces. John has 40 years’ experience working on both the public and private sides of municipal park design and construction. John operated LandTech Design for 15 years in the Chicago area, having been recognized for several of the highest rated parks in the western suburbs. He recently joined ED after 6 years with Westminster Parks, Recreation and Libraries where he managed the Neighborhood Enhancement Programs, the final 6 miles of Big Dry Creek paving, trail wayfinding, and many other park needs throughout the City.

Bridger manages and is the main advisor for the SAGE program. He is experienced in implementing community energy efficiency, sustainability, and climate planning programs and is well-versed in assisting businesses elevate their sustainability and community recognition and goals. Bridger holds an MENV (Masters of the Environment) Degree from CU Boulder, specializing in sustainability planning and management.
